This is important because the Government may be unable to make witnesses "available" if they've since left the Government, and even if they're available their witnesses are usually not very good. The Government also has a hard time finding emails of departed employees because long term storage costs money and the contractors bitch about it and don't care about random emails sent by some black administrative assistant.
