I hung around enough DC types to know that even the ones on the bottom of the hierarchy dream every night of making sweeping decisions that alter people's lives on a grand scale. They spend their whole life seeking power, real power. Now there's only one thing left for them to do to catch a buzz: wield it.
When Pelosi was speaker they described her as having near imperial powers. She decided all the laws of the land and all of the financing of the government. It was her country, we were just living in it. Of course you have to be a Ted Bundy level sociopath to reach those heights.
