There are 41 NBA home games, and it’s hard to compete with the NFL for those sports dollars. Need a big city to support both, so mid-size cities only get one

As others have said, the biggest opportunity for the NBA is in metropolitan areas with no established major sports team, to wit:
Austin, Texas
El Paso, Texas
Albuquerque, New Mexico
Tucson, Arizona
Fresno, California
Omaha, Nebraska
Virginia Beach, Virginia
