No one submits a grant proposal unless they have funding lined up. Only 1,100 people had funding when JWST debuted but now it's where ALL the money is going. FUCK HARVARD
"TScI received 2,900 individual proposals for observations for its fifth observing year. That’s up from a total of 2,377 last year, and is the highest on record, which has been increasing every year since the first cycle, which had only 1,173 proposals. So they'll let you aim the telescope and take a picture with it, but the rest is on you. JWST ain't payin the grad student stipends to analyze the results. And it's not giving telescope access to anyone who doesn't have that already covered. Why would the JWST folks let bums use their telescope?

Funding for the analysis of data from other observatories should be provided through their budget process, if support is available.If there is no funding available from the joint observatory, support related to ancillary data may be included in the HST or JWST budget. Remember when poasters mocked Neil DeGrasse Tyson for running an observatory," not being a "real scientist?" Looks like these observatories have a leg up in that they don't need shit except telescope access. If you don't have an observatory backing you, NASA will only allow you to use 10% of their funds to pay your stipends and shit
