if you look into fed entrapment schemes like 'atomwaffen' or o9A, they basically had criminal psychos running those operations and doing whatever they wanted with light-touch 'oversight' if any at all. Joshua Sutter was a straight-up criminal, and he was getting paid a lower-UMC salary by the FBI to entrap teens.
and of course, due to the lack of oversight/active management, a lot of things went 'wrong,' in terms of recruits popping off and doing retarded shit without being stopped beforehand.
