Why don't soccer players have set plays for corner kicks

It’s almost like the places in the world that Don’t Do Anything are the best at soccer. Because that’s the whole point or something. Like you have to shrewdly bide your time for 90 minutes and never try to score. America/China/Japan all suck at this sport.
