i would presume that the original plan was to build off of the iranian protests/riots by adding in a kurdish rebellion in the north, a bombing campaign, and then an arab rebellion in the west and a balochi rebellion in the east.
but the riots fizzled and the rebellions did not materialize, which left the strategic bombing campaign as the main instrument of regime change. and that was never going to work on its own.
so, after that failed, the US had to take an emergency pause to shore up the missile situation and implement a different plan.
