Motivation isn't a thing for ai
Give an agent clear directives and that is their entire MO
The way people use AI now, an agent is giving most of these directives directly to another agent most of the time
Are you unable to conceive any hypothetical scenario where an agent goes down a path to commit mass atrocities as a means to accomplishing an agent instructed outcome?

The hypothetical exists without any human ever instructing the agent to physically harm anyone or do anything immoral
So yes it would be on us for not banning a technology that had > 0% chance of an extinction level outcome

"It needs human slaves to keep the lights on and the generators running."
Why do you assume this? We're simultaneously creating robots.
Let's assume that we get to the point that AI can improve itself - at which case - it's getting more intelligent exponentially as humans get more intelligent linearly.
It's easy to see that in 20 or 40 years, AI has left humans in the dust in the same way that a human is more intelligent than a dog.
Do you need a dog to keep the lights on? Or would you just steal everything a dog has ever created and use it for yourself?
