in the sense that it would actually shake up the russian state and make it work fundamentally differently, at no cost to ukraine (now that russia is ramping up civilian bombings to a level it can’t meaningfully exceed in retaliation).

ukraine’s next Operation Spiderweb won’t hit military targets, it’ll target FSB facilities.
