Today the State Department announced $2 billion in funds to support Ukrainian businesses engaged in the war effort. There was a lot of head-scratching from those who follow this stuff about what Congressional funding allowed this grant.

This is the fund that is ordinarily used to allow Ukraine to buy weapons directly from US weapons manufacturers. The problem is that US manufacturers already have a backlog and most of the contracts they make with Ukraine wouldn't be able to be filled for years, likely after the war is over.

But there's some fine print in the USAID statute which allows the money to go to US "partners" and our State Department is interpreting that as including Ukraine. Bottom line is that Ukraine gets more money for weapons now when it needs it, but this kind of proves that the sales job that the supplemental would go only to US manufacturers was bs.
