That's why it got no promotion and was only released on the B-side of their weakest album. John had written the song years earlier, but didn't tell the rest of the band until the day or was recorded, when they were supposed to be recording Lady Madonna. For some reason John didn't want the record execs to know. Moreover Lady Madonna was Paul's song, so he didn't want to record Hey Bulldog at all.

John told a lot of conflicting stories about his songs. He’s not a reliable narrator. Hey Bulldog kind of sounds like Lady Madonna so you can infer there was some back-and-forth with Paul there.
