Couldn't you fire "dummy missiles" alongside real ones to overwhelm defenses?

The idea is to overwhelm the defenses by sending a lot of dumber, low cost munitions, but sending a dummy makes no sense economically. At some point there are not enough anti-missile weapons to stop them all. This is why drones can be effective; send thousands to the same place you can’t shoot them all down (in theory — shoot drones is pretty easy with a gun based defense, but there are range issues). Supposedly some of the early Russian missile strikes in 2022 included completely inert iskander missiles whose explosive payloads were substituted entirely by decoys. This allowed them to fire volleys and have significantly more decoys to overwhelm air defenses, exactly as you suggested.
