The Marines have a uniform regulation that explicitly forbids male Marines from carrying umbrellas except at the direction of the Commandant of the Marine Corps. There's nothing about superiors to the Commandant (Chief of Naval Operations or POTUS) being able to give the order but it seems pretty specific. The Marines also have a culture and heritage of extreme professionalism when it comes to dress and customs/courtesies so it was probably very difficult for both current and former Marines to see Obama as anything but improper in that situation.
My guess is that Obama had no idea of the regulation. I served for 4 years in a different service and umbrellas were NBD, although I almost never used them. |

Either way, they aren't prohibited from holding umbrellas for others, just themselves. |

A lot of the anti-Obama stuff that relates to the military is totally illogical to me. He's pretty hawkish and military spending is still churning along.
