Having a cap to disincentivize wild spending by states and give lower tax states an advantage is the right policy. 10k is too low, though, makes it a penalty for the UMC everywhere. The policy should make the most valuable labor prefer lower tax states and a cap in the 30-40k range will do that pretty well.
