no. there have been cases of people who get orders of protection against people or are put under police watch and end up dead. courts have dismissed the cases. I forget the rrationale.

There is a wide breadth of case law on this very question, mostly federal 1983 claims. Whatever affirmative duty exists is very very narrow so that in the vast majority of cases the governmental entity is not liable.
