it's not about finding all arrangements of 14 items (there are 14! of those), it's about finding the shortest list (each element of which is one of the 14 possibilities) which contains all 14! permutations within it as sub-lists of contiguous elements

you can easily make arbitrarily long ones (e.g. for n=2 do 11111111...1111121 with arbitrarily many 1s at the start), the exact length of the minimal string for any n is unknown but they give lower and upper bounds on it for n=14 in the article. the 4chan guy found a lower bound for all n and Greg Egan found an upper bound for all n
