It wasn't a cable-stay bridge, it was a FAKE-cable stay bridge. The stays were going to be empty 16" metal pipes that did nothing except "look cool". That's why the bridge was designed (badly) to span the entire length without stays or temporary supports.
The bridge was one giant I-beam with the deck as the bottom flange, the canopy as the top flange, and the struts acting as the web. The struts were highly non-redundant and if one failed would cause a near-instant failure.
There was apparently some trouble with the PT bars at the 2nd truss from the support where the tower was supposed to be. They were apparently re-stressing the PT bars the day when it collapsed, which is why there was a crane there (to lift stressing equipment up there). It failed anyway and cause a near instant collapse. The surveillance footing is pretty shocking in how fast it went down. As to what cause the failure in this one member, I couldn't tell you with the information I have.
