The non-African signal is confounded by known Neanderthal introgression. A U-shaped spectrum in those populations isn't a clean measurement of this particular ghost lineage. And the paper only concludes that “at least part” was shared before the split.

Your news quote does not establish that either. It says two non-African sampled groups “showed signs,” then says they were not studied as closely. Two sampled non-African groups are not “all humans,” and “showed signs” is not a quantitative demonstration that the full West African-inferred component is universal.

The 2–19% estimates and the detailed local-ancestry analysis were specifically obtained from West African populations. Saying that does not imply zero ancestry elsewhere or that Africans necessarily have more.
