i may be wrong but i think that for US crimes committed outside the US the DOJ has wide discretion and typically chooses SDNY or ED VA because of their expertise. both jurisdictions basically hate Trump so maybe Miami would have been better, especially since Cuban and Venezuelan expats live there.
