One prominent American who has questioned the future of ICBMs is Chuck Hagel, the current secretary of defense. As a private citizen in 2012 he endorsed a report that outlined a phased elimination of nuclear weapons, to include scrapping U.S. ICBMs within 10 years. The report by a group called Global Zero said the ICBM "has lost its central utility" in nuclear deterrence.

The minuteman fleet is tested regularly. A nuclear deterrent that is based around planes traveling great distances in order to deliver their payloads is of much less value than fast, reliable and basically unstoppable missiles.

Subs can deliver their payloads pretty quickly as well. I think the consensus is that large nation-states capable of launching a nuclear attack will not do so given the increasingly tangled web of economic interests between all nations. A large and expensive nuclear deterrent is unnecessary.
