As a private citizen in 2012 he endorsed a report that outlined a phased elimination of nuclear weapons, to include scrapping U.S. ICBMs within 10 years. I think the consensus is that large nation-states capable of launching a nuclear attack will not do so given the increasingly tangled web of economic interests between all nations.
