This is an objective rank of undergraduate student quality for 20 schools in California.
It is based on SAT scores, acceptance rate, and the % of students who were in the top 10% of their HS class. If you weight those factors differently you can move the ranking, of course.

I didn't look at any other schools. Its likely there are schools I didn't look at that would push UCR and UCM off the list, since they suck.

UCLA: 92% had high school GPA of 3.75 or higher
Anyway, no doubt UCLA has a lot more mediocre students, but it also has a lot more actual top students, professors and departments.

The top three schools in California are, without a doubt, Stanford/Caltech/Berkeley. The exact order there might be subject to some dispute, but those are HYS and there's no question about it.

It's a proxy for other things like choosing good students based on soft factors.
In my formula, throwing out the acceptance rate makes Stanford fall to 4th place. It doesn't change anything else.

Santa Clara: 59% accepted, 550-650, 570-680, 550-680, 37%
UCSC: 64% accepted, 510-630, 520-640, 520-630, 96%
My formula gives Santa Clara a score of 648 and UCSC 653. (Compared to 847 for CalTech.)

There's some serious BS going on with that top 10% number. If you look at UCSC:
34% had h.s. GPA of 3.75 and higher
* 34% had h.s. GPA between 3.5 and 3.74
* 22% had h.s. GPA between 3.25 and 3.49
* 8% had h.s. GPA between 3.0 and 3.24
* 2% had h.s. GPA between 2.5 and 2.99
