First, Dems would have to take over in 2006. How much support does impeachment require? I mean if they did it to Clinton on stupider grounds and far less public support, a Dem congress could easily get away with it, if only to embarass the hell out of him and send a message to future presidents. But the odds of that much Dem control are slim, no?

Clinton had a 74% approval rating and was impeached.
That said, the chances of a Bush impeachment are about zero, given that Democrats would first have to win an election.

And you could admit to all of the elements of murder, but not to murder. You can have malice aforethought, etc., and still kill someone in self-defense. Likewise, there can be defenses to perjury (protection of state secrets, honest mistake, etc.).
I'm not saying he didn't commit perjury. Of course he did. But this distinction between admitting to the crime and admitting to the elements is a big one.
