First, Dems would have to take over in 2006. How much support does impeachment require? I mean if they did it to Clinton on stupider grounds and far less public support, a Dem congress could easily get away with it, if only to embarass the hell out of him and send a message to future presidents. But the odds of that much Dem control are slim, no?

the first two are policy - don't rise to the level of an impeachable offense. The third is, as you say, speculative, at best. He hasn't even been implicated yet (as far as I know).

Clinton had a 74% approval rating and was impeached.

That said, the chances of a Bush impeachment are about zero, given that Democrats would first have to win an election.

Clinton admitted to comitting perjury. Bush has not been accused with any crime, is not being investigated for any crime, and will probably not admit to any crime.

Clinton said, under oath, that he did not have sexual relations with Monica Lewinsky.

Clinton said, in public, that he did not have sexual relations with Monica Lewinsky.

Clinton later confessed, in public, that he DID have sexual relations with Monica Lewinsky and had previously lied about it.

I'd say that qualifies as "admitted."

I suppose in the most technical sense, yes. But it's like saying that a man admitted to stabbing someone to death but didn't admitted to "committing murder."

Yes, well that technicality made all the difference in the court of public opinion and the Congressional court. You think he had a chance of being acquitted in the Senate had he admitted to the crime? Of course not.

Fine, stab not in self defense.

I mean that he admitted to all the elements of perjury, but never to the crime itself - he lied, he knew it was a lie, and he did it anyway.

And you could admit to all of the elements of murder, but not to murder. You can have malice aforethought, etc., and still kill someone in self-defense. Likewise, there can be defenses to perjury (protection of state secrets, honest mistake, etc.).

I'm not saying he didn't commit perjury. Of course he did. But this distinction between admitting to the crime and admitting to the elements is a big one.

Perjury only applies to a material fact, since sexual relations or lack there of with Monica was not material to the investigation, it is not perjury.

"Immoral" isn't in the constitution.

Do you honestly want to put something as subjective as morality as a covenant for the oath of office? The religious right would have a field day when the Democratic president was in power.
