"Completed" means that you completed the application.

To check on the status of your application, you can either click on the "Application Status" button on the main page, or you can click on the "Department of Justice" link and then click on the "View Status of Job/Application" button. The latter says "Complete" when you've completed the application. You only need to worry about the latter when the column entitled "Status of Vacancy" changes from "No Selection Made" to "Filled."

A better way to check your status is to go through the "Application Status" button: this will change from "Selected for Interview" to "Selected as Finalist" when the panel has selected the folks to call.

As to your second question, last year, calls went out approximately 1-2 days after the status changed. It was usually a very short turn-around. Folks whose status changed on Wednesday were called by Thursday/Friday.
