Friend's cat was abused by visitor, now hiding all day not eating

The guest didn't realize she had a camera in the house. She saw him beating the cat, dunking the cat in water, swinging it by its tail
Should she report this? This is in MFH btw so I dont know if NYPD/the DA would care about animal abuse like this
There's no lasting damage to the cat but the cat is traumatized and meows in fear a lot now |
