I read an article published by a journal.

in the middle of the article, a paragraph begins as follows:

"And while ....."

this is not proper english, is it?

I was astonished.... it was supposed to be a first-rate journal.

wait, so if OP had been like, "I read this sentence in John Rawls's A Theory of Justice, is that correct English," it would be in any way a sensical response to say, "well, it's correct for journalistic purposes"? Yeah, I mean, it might also be correct for talking in the New Orleans ghetto purposes but we're not talking about those purposes, are we?

that's not analogous, because journalism is an example of a common/widely-accepted format for which there are stringent guidelines of usage and acceptability("formal, correct english"). furthermore, it evinces a situation where even if usage guidelines are adhered to (i.e." formal, correct english"), the net result may still be SPS. one need not specifically and strictly refer to journals when discussing "proper, grammatical english", since this is not restricted merely to journals.

in a vacuum, no, but usually the and relates to something in the previous sentence along the same lines as the stuff that follows the while. Like, "Kripke reads Wittgenstein this way. But [that's partly wrong for x reason]. And while Kripke had a point about [y, that point doesn't make his whole reading of W stand up]." If you took the and out, the connection between the two sentences wouldn't be made as well.
