No, he got his miles for one cent on the dollar. Actually his miles redemption supports the contention that miles are convertible into cash (convertibility isn't exclusive to a 1:1 ratio, money is fungible, blah blah).

We need to know how many FF miles he was charged to actually make a judgment on whether he paid more, less, or equal dollar value with his FF miles.

Let's use your math. Let's say the dinner cost 100 dollars. If a FF mile is worth 1 cent (250 dollars / 25,000 miles = .01 dollar per mile), then he'd have to be charged less than 10,000 FF miles for him to actually pay less in miles than he would have paid with cash. If he has to pay more than 10,000 FF for a 100-dollar dinner, he actually pays more in FF miles than he would have paid with cash (e.g., 15,000 FF = 150 dollar value for a 100-dollar bill).
