Its a pain in the ass to have a bunch of different 401k account across different providers, and they all charge fees. It's better to roll them all into an IRA at a regular brokerage.

Aren’t the fees percentage-based, though? Also, can I have my new employer’s matching contributions go into a regular brokerage account of my choosing instead of their default platform? Or is it better to roll all my old 401(k)s into an IRA with a brokerage I like, and just let the current employer’s 401(k) stay with whatever provider they use?

Percentage based fees are terrible if you have any real money in the account. You are stuck with using whatever 401k provider your company uses until you are no longer with the company.

If you are just passively investing in index ETF's all the big names (fidelity, vanguard, etrade, schwab etc.) are going to be the same.
