I forget the exact name of the place, but there was a sweet complex right next to the huge Chinatown entrance sign when I was in D.C. a couple of months ago.
And why does each Chinatown have that huge entrance sign? Do the Chinese really feel the need to declare that this is their territory?

Arlington was ranked as the city with the highest average level of education in the country. Also top salaries, so few poors. It also was rated a top place to live if you're single. It was also ranked top three for meeting quality single girls/guys. It is safe and not generic urban. Great bars, great locations. One second from DC and actually was part of DC at one point before VA took it back.
Most of DC is TTT. Adams Morgan is ok. g-town sucks unless you're in UG or old. Downtown is dead past 5pm. Chinatown is ok, but a small area and not far from the ghetto.
Old Town Alexandria is really nice, but kinda touristy and there are a good number of old farts.

arlington is also generically white, mostly southern, yuppie, went-to-a-suburban-high-school-and-can't-fathom-living-in-a-real-city. the credited answers are in DC and are logan cicle, dupont circle, eastern market/capital hill, mount pleasant, u st, and cleveland/woodley park. arlington is for shitheads who think black-people are scary or are stupid enough to care enough about saving a couple thousand a year in taxes while not realizing how all the interesting, real things happen in DC and that the time spent metroing back and forth (or, god help you, driving) sucks.

I vote Mt. Pleasant. Tons of stuff to do, accessible to Dupont/U St./Columbia Heights, a lot of really beautiful old houses and apartments, cohesive community feel, and totally affordable. The biggest problem is that it's not in the best transit spot (LONG walk to the Green Line), but people there bike and have cars a lot of the time.
I'd add that all the people suggesting Adams Morgan are also out of their minds. Outrageous rents even by DC standards for constant noise, no public transit, and crime rates that would make you think it's in SE? No, no, no.
That said, the border between Adams Morgan and Dupont is awesome, and doesn't have a lot of the drawbacks of living dead in the middle of Adams Morgan.

Uh, what do you want, the Chamber of Commerce or something?
Let's see, in Mt. Pleasant itself there's Tonic, Marx Cafe, The Raven, delicious Salvadorean food, a pretty thriving house party scene . . . plus you're walking distance from Columbia Heights and, if you're not totally lazy, Adams Morgan, but you don't have to deal with all the shit that comes with living in either of those neighborhoods.
I mean, I guess if your favorite DC establishment is Tom Tom or something ridiculous, or you're really into the whole Hill scene, you probably wouldn't like Mt. Pleasant. But from what the OP said it sounds like a good fit to me.
ETA: I will admit that my criteria heavily weights value compared to cost.

Adams Morgan is the big "going out" neighborhood in DC. The biggest problem with it is that it's based around this one long road called Kalorama Avenue -- for, I don't know, a quarter mile this street has absolutely nothing but bars and some restaurants in every shopfront.
So this SOUNDS awesome except that it is an absolute clusterfuck on weekends, and only like two of all of those bars are actually worth a shit. I mean, it's fucking ridiculous. Seriously, I couldn't even stand just going there to hang out, it was such a huge pain in the ass.
So the shit that comes with living there is drunks everywhere, puke, a ton of noise, horrible traffic and parking, and a shitload of crime. People get robbed there all the time, there are a lot of fights, sometimes there are stabbings.
Tbf, it's not nearly as bad on weekdays, and there's really good food there. And there are certainly some quieter streets, especially on the border of Dupont. The problem is that every kid from out of town with any money wants to live there, so the rents are atrocious for the quality of life.
The shit that comes with living in Columbia Heights, if you're wondering, is simply crime. The neighborhood gentrified way too fast and it led to a lot of conflict.

A lot of mid-twenties people. Most of the people I knew worked at think tanks or non-profits, some grad students. It didn't seem to attract too many Hill types. This was awhile ago so everyone I knew has moved on, although I doubt it's much different now.
There were also a lot of co-ops still in the neighborhood but I doubt anyone on here would be interested in that, since those were all filled with like bike messengers and hippies and other unsavories of which the board disapproves.
There are also a lot of yuppie families who live there but they're not really down to party.
