I have a lawyerly question about SF-86. I'm not applying for anything right now; was just looking through to see if my personal depression history would be an issue now--it's not, there's a "in the past 7 years" prefix.
This one question (23a): In the past 7 years, have you illegally used any controlled substance....
If I ate a brownie in Amsterdam 5 years ago, where it is decriminalized but still less than legal, could I reasonably say no to this?

i took antidepressants on a whim from the ages of 18-22 and it has ruined my professional life. also, when i came off the antidepressants i became so agitated that i checked myself into a mental hospital, which is probably more damning than having been on the meds in the first place.
at first the hospital didn't want to admit me, because i didn't seem crazy enough. so i came back later that evening and told them i thought i was being controlled by aliens. this is all on file somewhere, i'm sure.

An employer must ask your permission to conduct a background check on a form separate from an application or other paperwork. Only in government and military. They don't search your medical records, though, contrary to what some poasters said. It's all disclosure. (I don't know about Top Secret Clearances, I don't have one).
Note: I am not condoning lying, as this would be wrong.
