I have a lawyerly question about SF-86. I'm not applying for anything right now; was just looking through to see if my personal depression history would be an issue now--it's not, there's a "in the past 7 years" prefix.
This one question (23a): In the past 7 years, have you illegally used any controlled substance....
If I ate a brownie in Amsterdam 5 years ago, where it is decriminalized but still less than legal, could I reasonably say no to this?

i took antidepressants on a whim from the ages of 18-22 and it has ruined my professional life. also, when i came off the antidepressants i became so agitated that i checked myself into a mental hospital, which is probably more damning than having been on the meds in the first place.
at first the hospital didn't want to admit me, because i didn't seem crazy enough. so i came back later that evening and told them i thought i was being controlled by aliens. this is all on file somewhere, i'm sure.

This search returns medical records for personal use, insurance companies, attorneys and other qualified users.
Peoples medical information does not only reside at their Doctor's office. Today, individual health and medical data is collected, collated, stored, analyzed and distributed in unprecedented quantities and put to diverse uses.
Payers can not only tap patient data for claims payment; they use it for utilization review, underwriting and coverage decisions.
Employers use health data to reduce their health care and workers compensation costs, as well as to identify employees who may be costly in the future.

The skinny on background checks
An employer must ask your permission to conduct a background check on a form separate from an application or other paperwork. If a potential employer wants to talk to your friends, associates or neighbors, they must get a separate consent for what is known as an investigative consumer report. In addition, if an employer wants to see your medical records, you must give specific consent.
Once you give your consent, employers have broad latitude to inquire into your background. According to the Privacy Rights Clearinghouse, a consumer rights organization, areas of inquiry can include:
* Driving records
* Vehicle registration
* Credit records
* Criminal records
* Social Security Number
* Education records
* Court records
* Workers' compensation
* Bankruptcy
* Character references
* Neighbor interviews
* Medical records
* Property ownership
* Military records
* State licensing records
* Drug test records
* Past employers
* Personal references
* Incarceration records
* Sex offender lists

Only in government and military. They don't search your medical records, though, contrary to what some poasters said. It's all disclosure. (I don't know about Top Secret Clearances, I don't have one).
Note: I am not condoning lying, as this would be wrong.
Outside of government, no one gives a shit.
