I think some of the names are there because people said on the board which number they were.

the law board posters wanted to see each other's pictures but wanted to remain anonymous. So some one (Stabby, I believe) had people send him their pictures and he compiled into a big zip file with the pictures just labeled with numbers.
I intercepted the zip file at some point, and had to get help and use hints to label the pictures. Some I could never figure out.
