no, the jeopardy producers orchestrated it as a publicity stunt; because, if you recall, at the time "Who Wants to be a Millionaire" had stolen jeopardy's thunder, making jeopardy look comparatively small-stakes and uninteresting (compare its average champion's haul of like 45K to winning a cool Million dollars).

Networks aren't gonna fuck around with fixing gameshows anymore after what happened in the '50s I don't think.

they wanted the publicity for several reasons having to do with WWTBAM: the jeopardy brand had been tarnished, ratings had dropped; plus they saw that there was a far greater potential audience for quiz shows than they had previously believed, but only if they provided audiences with big money stakes and drama (Will Ken keep the streak alive?! Tune in tonight and find out!), etc.

it was a ratings bonanza for them.

What you're missing is that each game he became harder to beat. He got better and better with the buzzer. If you're smarter than everyone and are going to ring in first whenever everyone knows the answer because you've gotten completely acclimated with the buzzer timing, it's going to be really hard to beat you.
