Can a foreign bank put lien on US property & be 1st mtg holder?

He asks if they, as a foreign bank, can put a lien on the property and be the first mortgage holder? WHERE would I find the answer to this question?
Not seeking legal advice just some guidance on where to dig. TYIA |
