Can a foreign bank put lien on US property & be 1st mtg holder?

Client is bank rep from EU bank who is interested in financing a client's US RE investment (securing the loan w/ the property he is buying). He asks if they, as a foreign bank, can put a lien on the property and be the first mortgage holder? WHERE would I find the answer to this question?
Not seeking legal advice just some guidance on where to dig. TYIA

to confirm, i just did a RE loan representing a borrower; lender was a foreign bank
