Client is bank rep from EU bank who is interested in financing a client's US RE investment (securing the loan w/ the property he is buying). He asks if they, as a foreign bank, can put a lien on the property and be the first mortgage holder? WHERE would I find the answer to this question?

I imagine anyone can put a lien on the property whether they are foriegn or not. Ppl sometimes sell their house and give the buyer a second mortgage from their own money and I assume they have a first or second lien on the house once its sold
