Can't find the article but there was a Pennsylvania family that spent over $150,000 over the years and never won the lottery. So what did they do? Sued the state of course. These are the type of people that need to be sterilized.

This is true, and I have no objection to anyone playing. It's a choice anyone should be free to make and, like you say, they get utility out of the entertainment value.
The fact that the government makes money out of it makes it a tax, though, and the fact that lots of people think it's a good investment of time and money makes them stupid.
