Every school in the top 14 has been in the US News top 10 at least once, and the same 14 schools have been in the US News top 14 in every US News ranking since the first (which used a completelyl different methodology and shouldn't really be compared with the others anyway).

However, "top 14" isn't even really rooted in US News rankings. It has a lot more to do national employment placement. While some non-t14s place well in some regions, on average they just don't compare to the t14 nationally.

Like I said above, the top 14 has been the same except for the very first survey, which was pure reputation and didn't even include LSAT medians. That first survey was so different from the others that it isn't worth comparing.

This probably grew out of the traditional "Top 10" thinking, with the enlargement to "14" reflecting the fact that several other schools at times crept into the Top 10 (either in USNews or popular opinion), and that there were in fact fine schools, like NU & Georgetown, that were never ranked in the top 10, but deserved special status.

These schools are in fact the programs with the most national reputations and placement, although with some (i.e., Boalt, Cornell), the reputation is perhaps more national than the actual placement, for various reasons.

Also, an argument could be made for including UT or even UCLA in this rank, given their strong national reps. (Some would therefore argue for a "Sweet Sixten", and a study was actually published by a Duke law prof along theses lines.) However, this is usually sneered at, partly because of the lower LSAT scores at those programs.

1) Top 16 in US News has been very inconsistant over time, with schools falling in and out of it constantly. Hell one year UT was even ranked as low as the 20s. In contrast, the top 14 has been the same since the second US News survey.

2) None of the schools ranked in the #15 or #16 spot has been ranked in the top 10. However, every school in the top 14 has been in the top 10 at least once, and thus can have a plausible claim that it is a top 10 school.

Throw in the other concerns about placement, and it's pretty clear why top 14 is the standard and not sweet 16. If you're going to use sweet 16 you might as well as just use top 15 or top 20, since there is nothing positive you can say about UT and UCLA that you can't also say for Vanderbilt, USC, etc.

Perhaps more importantly, their academic rep ratings have always been in the top 16, with both schools (I believe) tending to crack the 4.0 mark in this category, and with UT cracking the 4.0 mark in both lawyer/judge and ademic rep.

(Interestingly, this 4.0 rep rating mark appears to be the real distinction between the T14 and most other schools in USNews, with UT and UCLA the only other schools ever to surpass it.)

2. I don't believe GULC has ever been ranked in the top 10 in USNews overall. NU wasn't until 2 years ago.

3. You're probably right about placement (at least nationally), but there does appear to be some reputational gap between UT/UCLA and Vandy, USC, etc.

They have a handy spreadsheet that has the top 25 from every year in it.

1) Here are the rankings for UT and UCLA from 1990 to 2003:

UT: 16, 15, 15, 15, 21, 17, 18, 18, (non-t25), 15, 15, 15, 15, 15

UCLA: 18, 18, 17, 17, 16, 24, 17, 17, 17, 16, 16, 16, 16, 16

So, during this period, UT was outside of the sweet 16 five times, and two of those times it wasn't even in the top 20 (and once not even in the top 25). UCLA was outside of the sweet 16 eight times, including once when it wasn't even in the top 20. Never has either of them been ranked higher than 15.

In contrast, every top 14 has stayed in the top 14 since 1990, and every top 14 has been in the top 10 at least once since 1990.

2) GULC was top 10 in 1993.

3) During the above period, Vanderbilt was only outside of the sweet 16 five times -- the same # of times as UT, and three less times than UCLA. If you're going to claim UT and UCLA are part of a "sweet 16" there is absolutely no way to justify not including Vanderbilt, especially since unlike the other two Vanderbilt never fell outside of the top 20. As for placement, my research showed Vandy placing better than UT and UCLA nationally, and it's done well in everyone else's national placement studies as well. So, you can't exclude Vandy on those grounds.
