The short answer is that all major electronics stores will screw you over, Fry's Electronics being one notable exception, but they're mainly in California. You could probably poke around online and find stores that ship overnight and still come out ahead if you're buying anything over $100.

Example: Newegg.com sells an 80GB external drive for $77 + $30 FedEx overnight shipping = $107 which costs the same as your 40GB drive.

Wow, you're really naive when it comes to buying things in general. Even if you've opened the HD they will take it back. If they hesitate you can say you will contest the charge with your credit card company. (Please tell me you used a credit card.)
Just make the order from the online place and return the BB HD at your earliest convenience but before the 30 or 90 days specified on the back of the receipt.

not really, we get people from all over.
umm, college degree, good grades (probably 3.6 at least i would guess, unless you went to MIT or something), do good on the tests they give you (they're logic tests, very LSAT-like, which is why i pwn3d them). interview.

http://www.pcmag.com/article2/0,1895,1641226,00.asp
The drive is "shirt-pocket-sized" and like 6 ounces. It's also powered on USB alone.
Obviously, there's huge markup there compared to a vanilla IDE harddrive in a cheap enclosure, but I'm gonna say $100 for a mini HDD in a nice case isn't horrible.
Check the prices on comparable drives (from "table of contents" on the right) to see that he probably did get a deal.

Yeah, but the problem is that he only wanted it to transfer files from his computer and it wouldn't take an internal drive. He wanted maximum capacity for the money. This is pretty funny too:
