I think the main problem here is that XOXO is read by a decent amount of people at HLS, so RTB is pissed about the never ending joke that has become his hair. I admit I found this funny at first (especially the pics made by mobius), and that everyone has his moment when he is the butt of jokes, but this has gone on a little too long...
Let's move on. RTB, Evan has stopped bumping the threads. He probably won't ever apologize per se, but the bumping is now being done by people who are trying to piss you off. The unfortunate irony is that if you hadn't come onto the site and gotten mad, this would probably have ended a while ago. I'm not blaming the victim here - but the best thing you can do is to stop posting here!
