City cop Adam Kotowski, 28, applied to the PA Police Department for a better-paying gig, but didn’t get the job because the agency deemed him “not qualified for employment as a Port Authority police officer” in June 2017, according to Manhattan court papers.

Kotowski “was not appropriate for the position because of his inability to be forthcoming, immaturity, lack of interpersonal skills and bland affect,’’ said Dr. Nancy Bloom, who evaluated the cop for the Port Authority, according to legal documents.

Kotowski also “still lives at home with his parents and . . . contributes nothing toward housing or food expenses,” Bloom noted.

Among the qualities the PA looks for in its officers is “the ability to be self-reliant,’’ according to the papers.

A second PA shrink, Dr. Robert Mead, added that, “Mr. Kotowski has a strong sense of entitlement and that he may act in an antisocial manner.”

So the rejected candidate — who joined the NYPD in 2015 — sued the transit agency.

The cop, who works nights at the 18th Precinct in Midtown Manhattan, argued in court papers that he passed the NYPD’s psych tests and lives at home with his “parents’ blessing so that I can save enough money to start my own family and purchase my own home.”

He blamed his PA rejection on a “personality conflict” with the agency’s interviewer.

An NYPD source described Kotowski as “quiet” and said he “mostly keeps to himself” while on the job.

But the PA fired back that its decision to reject the cop was based “upon legitimate policy to apply high suitability standards to ensure that its police officers can adequately perform their duties of protecting the public.

“Mr. Kotowski has several psychological traits and characteristics that were not deemed suitable for a Port Authority Police Officer,” the agency added.

Manhattan Supreme Court Justice Nancy Bannon recently agreed with the PA that it had the right to reject Kotowski.

“The PA is a separate agency from the NYPD and is entitled to rely upon the findings of its own medical personnel,” the judge wrote.

Kotowski, who arrived at his parents’ Long Island home last week in a red 2015 Ford Mustang, declined to comment on the ruling.

“How’d you find out about that?” he asked a reporter, then added, “There’s not much to tell.”

A Port Authority spokesman declined to comment, as did an NYPD spokesman.

Oh, and the cop can retire at 42 years old and just get $100,000 per year in pension payments for the rest of his life.
