I believe they told us the policy was changed in like 2013 or 2014 after there was a significant increase in 'contentiousness' surrounding bottom bucket exits. and when I went probing for a little more information from one of the senior people who interviewed me on why recruiting was making such a thing out of them ending rank-and-yank he basically told me, in so many words, that the last few years for BA-level hires the bottom bucket had been disproportionately ranked low not necessarily because they lacked RAW ANALYTICAL HORSEPOWER but rather because they (amidst entry classes full of booksmart people) came across as highly entitled in a very faggy millennial sort of way such that they were very arrogant about their abilities, abrasive, and consistently labeled as assholes that made collaboration difficult among colleagues.
