A lot of policy does get made at the district court level, at least in the aggregate. Not every important legal issue is front-page news. There's always some discretion and leeway in interpreting legislation and case law. The more stacked the judiciary is, the more it leans toward your policy goals. Right and left get that and that's why the process is more political than ever. |
