DECISION ON ENTITLEMENT
Introduction

There is insufficient evidence to suggest that the vaccine played a causal role in worsening the petitioner’s health. The testimony provided by the respondent’s expert was persuasive in illustrating that the petitioner’s health complications were more likely attributable to the progression of their STDs rather than the effects of the vaccine.
Conclusion
After considering the medical records, expert testimony, and legal standards required under the Vaccine Program, I find that the petitioner has not met their burden of proof. The petitioner’s health conditions were pre-existing and primarily caused by sexually transmitted diseases, for which there is no evidence that the vaccine played any significant aggravating role.
Therefore, the petition for compensation under the Vaccine Program is DENIED. Petitioner is awarded $0 in compensation.
