Loyola being a solid T2 and the other two Top 20-ish, does rank trump location in this case or is it still wise to follow the adage that outside of T14 think regionally?

I think Minn is effectively a T2 school despite its ranking. I don't know anything about ND.

Last year at ND, #1 bar location was IL; #2 was CA. I don't know about placement in LA in particular, but it'll be a lot better than MN.

ND v. Loyola would depend on scholarship money...if you got enough at Loyal it might make it a good idea.

Going to Minnesota for free would still be a terrible idea. Their placement is embarrassing.
