Bro look at the bathymetry. It's shallow and easy to mine. US submarines can't go near it but small submersibles will do just fine.
The mines are interesting because they're all programmed to detonate after 12 months or something, but Iran can tamper with the timers and they may not know for sure when certain areas will be clear
