my point is that something can be both a small niche uproar and overwhelm local LE and warrant deployment of the national guard. local LE rarely has the resources to do anything but everyday LE. a few hundred people can overwhelm them, and that's exactly why we have national guard reservists. that doesn't mean that a couple hundred people going buckwild is indicative of something super significant (i.e. a "big deal.").
especially in LA's case where the local and state governments are sympathetic to the rioters and might not employ LE enthusiastically. |
