It would have been extremely difficult for him to control. The best case scenario would have been something like the Seleucids, Westerners who controlled most of modern day Iran for 150+ years after inheriting it from Alexander the Great. But they only had their eastern possessions yo worry about. Hadrian had to keep the barbarians along the German, British and Saharan frontiers in line, on top of ruling all the Western provinces and keeping a constant eye out for any generals who tried to become Emperor. It would have been very tough, and Hadrian realized that.
