If they "catch you" 6month later you will be in a position to tell them that they cannot deprive you of external income. Boomers told him "the worst they can do is say no and you tell them job market is hot and I walk if you don't approve my moonlighting". So now he was told no and he is stuck like a bitch. A boomer now told him "I was the group president when I started moonlighting so I specifically wrote and signed my own permission to do outside moonlighting ".
