It's funny there is the salon near the World Trade Center that offers $26 mens hair cut but if you get on the PATH and ride that for 11 minutes to Journal Square, you can get it done for $13
independent shop too

I would probably be about $40 with a tip at the $26 place
i like the place though it's a legit italian alpha no-homo unisex hair salon

I get my hair cut by a Russian dude in Astoria with a PhD for $12.
EDIT: "Luckily, you’ll hardly ever encounter a wait—even on a recent Saturday afternoon, patrons were attended to right away at one of three stations. There's an $8 place in Chinatown on Doyers St:

There's also a ton of barber-school shops that offer $6-$8 haircuts.
