There's already a thick brown substrate in the bottom of the first tub, so it hasn't been emptied in a long time. Arthropods, insects, other common vectors of disease...they'd be there.

I've stayed in places where there's no ground water, and this is the only way the local "hotels" can provide water for toilets and showers. The catch basins are stacked up high like that so that they can feed indoor water pipes with gravity. It sucks when there are worms in the toilet water, and you're also expected to shower with that same water.
