Total registrations dropped significantly – USCIS data shows 358,737 H‑1B registrations were submitted for FY 2026, marking a ~25% decrease compared to FY 2025, which saw around 480,000 submissions.
Cap remains unchanged – The annual H‑1B visa cap is still 85,000 (65,000 regular + 20,000 advanced‑degree exemption), and this cap has indeed been reached in FY 2026.
Reduction in duplicate entries – Under the Biden-era “beneficiary-centric” rule, each individual can only be entered once in the lottery, which reduced multiple registrations per person. Average registrations per person dropped from ~1.06 to ~1.01, showing that duplicate filings became rare.
So jevv is correct: fewer applications were submitted largely because non-duplicate rules eliminated multiple filings per applicant, not because the cap was lowered. The cap remains in place and was reached as usual.
