Tberes a confluence of factors and motives at play:

1. The symbolism of this happening hours after an official chinese visit should not be ignored. It doesnt have to be anout oil. Clearly china was seeking to increase its influence and involvement there. This sends a stark message regarding Trumps tolerance for that.

2. There could be horsetrading here with russia vis a vis ukraine. E.g., we will take maduro if you dont stop pushing in sumy. I dont know the details, and its a bit far fetched, but this didnt happen in a vacuum relative to ukraine. Russia has some involvement in VZ if nothing else through arms sales and wagner training. Maybe its as simple as a flex on putin. "Heres how to regime change w/o 5 years of war".

3. Certainly a flex on Cuba and the other banana republics in latam, including mexico. This will hurt them financially. Particularly cuba which seemed to be working its tendrils deeply here. Could be a prelude amd trial run for further kinetic action in Cuba.

4. It works as a declaration to china and russia to stay the fuck out of Trump's sphere. More important as small footprint drone deployment becomes a feasible means of exerting influence abroad. Need malleable workable relationships with evryone nearby. Cuba is next.

Unlocking oil development is more a bonus to be realized over the next decade.
