It completely depends on HOA fees & rules.
It also helps if you volunteer to work on the HOA.

Generally your property will hold value much more with an HOA. You want a bunch of Karen's to stop people from parking 10 beat up cars on the lawn or having a lawn or weeds.
New build varies greatly. I think generally a lower end new build will probably retain value. A higher end, custom new build will not since you're relying on people valuing the same thing you do. Id assume you're going to get 50% on the dollar MAX on any upgrades or customizations.

im on my second new build. i had almost no issues with my first one. with my second one, there were some issues but all fixed properly under warranty in the first year. we are now at year 5 and no new issues.
dealing with home issues is a pain in the ass. buying new build helps you avoid quite a bit of that.
both houses are also in hoa. i have had no problems with them, but tbh i am a bit of a rule-follower. frankly i wish the current hoa was stricter.
